William Augustus Banks, III (born March 11, 1956) is an American athlete. Born at Travis Air Force Base, California, he grew up in San Diego County and went to Oceanside High School. Bank is Eagle Scout.

Bank is a song & amp; the field athlete competes in the double jump. On June 16, 1985 he set a world record of 17.97 m (58 ft 11.5 inches) at the national championships in Indianapolis, Indiana, USA. He finished second in the NCAA Championships in 1977 and 1978. He earned a B.A. and Juris Doctor (J.D.) from UCLA, but can not pass the exam. He broke the American double jump record in 1981. He qualified for the 1980 US Olympic team but did not compete for a boycott of the US Olympic Committee for the 1980 Summer Olympics in Moscow, Russia. He is one of 461 athletes to receive the Congressional Gold Medal instead. Banks was a member of the 1984 and 1988 Olympic teams and participated with the 1983 and 1987 IAAF World Championships on the World Athletics Championships team. She was awarded Track & amp; Field News and the United States Olympic Committee Athlete of the Year in 1985 and won the Jesse Owens Award as an Extraordinary Athlete on Track and Field.
It serves USA Track & amp; Field as chair of the Athletes Advisory Committee in addition to serving as vice president of the organization.
Banks will always be remembered as one of the most flamboyant athletes to compete on track and field. He is the originator of the now-prevalent clapping that occurs during many track and field events. Her vibrant personality is also present in her leap. He has been reportedly laughing for a few jumps. When he set a world record of 17.97m in the 1985 USA Outdoor Track and Field Championships, his attention seemed to be aimed at completing his leap to encourage team-mate Louise Romo who completed his 800m on a track adjacent to the runway at the same time. He held that record for over ten years until Jonathan Edwards broke it for the first time in 1995 with 17.98m. He also jumped 18.20m in Indianapolis in 1988, but this was helped by a windout reading that exceeded 5.2 m/s.

Banks sworn into USA National Track & amp; Field Hall of Fame in 1999 and still compete in old age. In 2006, he cleared 14.00 m to lead the 2006 World Masters ranking in the 50-54 age group, just 7 cm behind the world record of that age group. She won the 2007 World Masters Athletics Championship in the same age group. On September 22, 2012, the Bank became America's oldest to clean 6 feet at High Jump at age 56 using only a 3-step approach and classic "roll" technique. For that performance, Banks was named the USATF Athlete of the Week.
The US Olympian Association
The bank was President of the US Olympic Association from 2005 to 2008. In 2008 he joined the newly re-established USATF Board of Directors. The Bank is on the panel on the ESPN "Out Of Line" episode of athlete involvement in social matters, dated May 18, 2008.
